Dialogue on Industrial Development and Global Value Chains: Lessons from the Coffee and Cocoa Sectors

To support the development of effective economic and trade policy in Indonesia, TPSA collaborated with Center of Foreign Trade Analysis and Development, Ministry of Trade, to organize a policy dialogue on industrial development and global value chains, with a focus on the coffee and cocoa industries. The policy dialogue aimed to inform policy-makers and industry actors on the merits of various approaches to resource-based industrialization and the relationship between global value chains (GVCs)/global production networks (GPNs) and industrialization.

The forum was attended by a wide-range of stakeholders including six key line ministries and non-government stakeholders (e.g., coffee and cocoa business associations, research centers, universities, and international organizations).

The forum was moderated by Mr. Djatmiko Bris Witjaksono (Head of Foreign Trade Analysis & Development Centre, Ministry of Trade. Mr. Witjaksono also gave an overview of Indonesia’s industrialization policy of hilirisasi (downstreaming).

Dr. Jeff Neilson (University of Sydney) and Dr. Angga Dwiartama (Bandung Institute of Technology) presented their research on coffee and cocoa industries as case studies of Indonesia’s participation in globally competitive production networks. Dr. Arianto Patunru (ANU-Indonesia Project, The Australian National University) discussed a broader domestic value-added policy and industrialization in Indonesia.

Mr. Adhi Lukman (GAPMMI, Indonesian Food and Beverage Business Association) gave an outlook for the coffee and cocoa industries.
